Use bundler 1.17.3
In parallel with gitlab-org/gitlab, as raised in !825 (diffs, comment 224001859):
is this a good idea? I see that gitlab-org/gitlab is still on bundler 1.x. Because of this 2.x requirement, bundler now wants me to upgrade to 2.x on my system, which would then trickle through everywhere.
