Runit: Use force-{stop,restart} by default

I think it works well, and should probably be default based on the beta feedback #566 (closed)

1. Do we have any good reasons for why we would not want this behavior by default?
2. Is keeping the flag (but with a flipped default) worth it? My gut feeling is YAGNI
