Correct `dev.gitlab.com` to `dev.gitlab.org`

The instruction to obtain GitLab Enterprise license mentions logging in with dev.gitlab.com account. This may cause confusion between dev.gitlab.org and gitlab.com.

Furthermore, clicking "Sign in with GitLab" on license.gitlab.com would automatically use gitlab.com session if one is already logged in.
