Consolidate duo_agent_platform.md into howto/ai/_index.md

What does this MR do and why?

As suggested in !5616 (comment 3065324687), doc/howto/ai/_index.md and doc/howto/ai/duo_agent_platform.md covered overlapping content about setting up Duo Agent Platform locally, which was confusing for contributors.

This MR:

  • Merges all unique content from duo_agent_platform.md (IDE flows, Remote Flows setup and testing, debugging, optional executor/cache/mock-server sections) into _index.md under new Environment setup sections.
  • Deletes duo_agent_platform.md and adds its aliases to _index.md so existing links and the /howto/duo_agent_platform/ alias continue to resolve.
  • Fixes a broken internal link: runner.md is now ../runner.md (the file lives one level up in doc/howto/).

No content is lost. Everything from both pages is preserved in _index.md.

Check that the docs-lint job passes in CI, or run the docs lint locally:
