Compile GDK's Gitaly and Workhorse binaries with Jaeger support

Jaeger is a distributed tracing implementation compatible with Opentracing's interfaces. This change will compile GDK versions of Workhorse and Gitaly with Jaeger support, to allow distributed tracing to be used from the GDK.
