Add tips and commands to auto devops doc

This is a proposal to try to slim HowTo AutoDevOps down and improve it.

1 - Refactoring "Tips and Troubleshooting" by moving it to a separate linked page.

2 - Creating a new "Useful Commands" linked section where, beginners can get a jumpstart by learning the most important commands and other Auto DevOps contributors can use it as a reference list.
