Improve Ruby upgrade issue template

What does this merge request do and why?

This MR improves the Ruby upgrade issue template by:

• Adding asdf-gitlab-ruby version check (bot should add it automatically)
• Clarifying that gitlab-shell must be released
• Adding the step to merge the bot MR that updates GDK_SHA in qa/gdk/Dockerfile.gdk
• Fixing the constant name from MISC_RUBY to RUBY_PATCHES
