Hide the ready message when all services are down

What does this merge request do and why?

As the title suggests, hide the ready message when all services are down. See Don't show ready message when all the services ... (#3036 - closed).

How to set up and validate locally

1. Run gdk stop.
2. Run gdk status.
3. Verify that the ready message is not displayed.
