Update Ruby to 3.3.7

What does this merge request do and why?

This MR updates Ruby to 3.3.7 for GDK.

How to set up and validate locally

1. git checkout 2369-update-ruby-to-3.3.7
2. GDK_UPDATE=true gdk update
3. Verify the update with:

   ruby --version
   asdf which ruby # or `mise which ruby`
   gdk restart

4. Make sure GDk starts successfully with both asdf and mise.
