Use asdf-exec when making deps for topology service

What does this merge request do and why?

This fixes a bug where, at least while using mise, there are version inconsistencies with dependencies (primarily Go), such as the following when running make gitlab-topology-service-make-deps-install:

version "go1.23.2" does not match go tool version "go1.23.3"

How to set up and validate locally

1. Run make gitlab-topology-service-update
2. See that there is no version mismatch error
