Populate Vite Procfile entry from service

What does this merge request do and why?

This MR populates the vite procfile entry from a new Vite service.

How to set up and validate locally

1. Run gdk reconfigure
2. See only a small, non-functional diff like this:

-vite: exec /usr/bin/env GITLAB_UI_WATCH=false  VITE_RUBY_PORT=3038 support/exec-cd gitlab bundle exec vite dev
+vite: exec /usr/bin/env GITLAB_UI_WATCH="false" VITE_RUBY_PORT="3038" support/exec-cd gitlab bundle exec vite dev
