What does this merge request do and why?

Compile gitaly and create an artifact

Compress the Gitaly executables in the bin directory into a package and upload it to the package registry, so users can download and use them without needing to recompile Gitaly.

How to set up and validate locally

1. Rerun the compile:gitaly job and make sure Gitaly executables are uploaded to the Package Registry.
2. Download Gitaly executables by running:

gdk config set gitaly.skip_compile true
gdk restart gitaly
make gitaly-update

This should not recompile Gitaly and make sure Gitaly starts successfully without errors.
