Update CI rule for gitlab-remote-code-changes

What does this merge request do and why?

This MR updates the CI rule for gitlab-remote-code-changes by adding the packages_debian.txt file path. With this change, any update to this file triggers the build-gitlab-remote-workspace-image job to rebuild the container image immediately. This will fix the issue seen at #2071 (closed).
