Automate GDK bootstrapping using VSCode's task
What does this merge request do and why?
This MR configures support/gitlab-remote-development/setup_workspace.rb
to run as a VSCode's task in Remote Development workspace. Whenever a folder is opened, it starts the Bootstrap GDK task. If GDK has already been bootstrapped, the bootstrap process will be skipped. See https://code.visualstudio.com/docs/editor/tasks for more details.

How to set up and validate locally

Open a new workspace.

Run
git checkout 1977-automate-bootstrap-gdk-in-workspace
. -
Open the command palette by Ctrl + Shift + P. Then type, Reload Window.

The Bootstrap GDK task should start and succeed in the workspace.

Run
git checkout 1977-automate-bootstrap-gdk-in-workspace
. -
Reload Window.

The Bootstrap GDK task should avoid bootstrapping since GDK is already bootstrapped.
