Check if asdf is opted out before checking for asdf install directories

What does this merge request do and why?

Checking for asdf install directories means that historic asdf installed are used preferentially, even when asdf has been opted out. This leads to confusing asdf errors when asdf is not actually installed, only remnant user directories.
