Fix announcements not showing on gdk update

What does this merge request do and why?

This MR fixes the issue of announcements not being displayed during gdk update as mentioned in https://gitlab.com/gitlab-org/gitlab-development-kit/-/blob/5dc90151343b236af67c78ef5bf7b15e2b69b295/doc/howto/announcements.md.

How to set up and validate locally

1. git checkout 1993-fix-announcements
2. Remove the cache by running rm -rf .cache/.gdk-announcements.yml
3. GDK_SELF_UPDATE=0 gdk update
