Add asdf-install target for gitlab-ui

What does this merge request do and why?

Similar to !3454 (merged), this MR introduces gitlab-ui-asdf-install target. This will remove the manual step of updating the .tool-versions file in GDK whenever gitlab-ui is updated.

Related to #1635

How to set up and validate locally

1. git checkout 1635-asdf-install-in-gitlab-ui
2. gdk config set gitlab_ui.enabled true
3. gdk reconfigure
