Geo: Fix geo-install due to primary sshd left running

What does this merge request do and why?

In !3387 (merged), we removed a make geo-setup call on the primary site. That call used to reconfigure and restart the primary, so we didn't need to reconfigure it ourselves. Now we need to reconfigure the primary explicitly.
