Makefile: Add redis config to database setup

What does this merge request do and why?

The target ensure-databases-running starts redis, but nowhere it's ensured the configuration for redis is created before hand. To make sure this config file exists, explicitly add it to ensure-databases-setup which is ran before ensure-databases-running.

Run a clean gdk install.
