The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features. What does this merge request do and why?

This MR reverts !2720 (merged) because for GDK's that have a custom hostname set, e.g. gdk.test it's causing a 'Blocked host' error:
