What does this merge request do and why?

This MR updates the Lefthook documentation to:

Make it more clear there's both Lefthook configurations for both the GDK and GitLab.
Show how to disable Lefthook from installing its hooks for GitLab.
Link to creating custom, local Lefthook configurations.
