Skip running lefthook when syncing forks
What does this Merge Request do and why?
Related to #1584 (closed).
When community contributors try to sync their forks, lefthook runs and often fails due to the volume of changes. Lefthook doesn't need to run on master, since we are not pushing new changes here, but rather bringing in existing commits from upstream.
