Skips to import changelog danger plugin from gitlab-dangerfiles is not required in GDK

!2316 (merged) introduced changelog danger rules by importing all rules (dangerfiles) through https://gitlab.com/gitlab-org/ruby/gems/gitlab-dangerfiles.
