Append gitlabhq_development_ci to how it works in troubleshooting PG

What does this Merge Request do and why?

• Now gdk reconfigure updates gitlabhq_development_ci database as well as gitlabhq_development database.
• gdk start db was replaced by gdk start postgresql.
• Now we are between PG 12 and 13.
