Improve runit operation

What does this Merge Request do and why?

This MR improves how we use runit under the covers by removing a confusing message and offering support for quietly starting services which will be leveraged in upcoming MRs.

It also addresses an issue outlined in #1259 (closed) where running gdk tail can freeze the terminal session.
