What does this Merge Request do and why?

this merge request adds the ability to specify the uid and gid when starting the registry.

following !1690 (merged), we make the assumption that the uid and gid of the machine running the docker daemon will be the same as the host machine. this is not always the case e.g. when the docker daemon is being run inside a virtual machine. as a result, we can run into permission issues (internal link good for 90 days) when there are user/group mismatches.
