Support asdf when looking for Postgres versions

What does this Merge Request do?

This MR updates support/upgrade-postgresql to support asdf when looking for PostgreSQL versions:

Before

$ support/upgrade-postgresql
Available PostgreSQL versions: {}
Unable to find target PostgreSQL version 11

After

$ support/upgrade-postgresql
Available PostgreSQL versions: {11=>"/Users/ash/.asdf/installs/postgres/11.9/bin", 12=>"/Users/ash/.asdf/installs/postgres/12.4/bin"}
--deliberately aborted upgrade here--
