Add workhorse to RAILS_HOSTS

Daniel Duvall requested to merge marxarelli/gitlab-compose-kit:add-workhorse-to-rails-hosts into master

Git access over SSH was failing due to proxied requests to /internal/authorized_keys made via gitlab-shell to workhorse containing "Host: workhorse:8181". Adding "workhorse" to the RAILS_HOSTS environment variable fixes the issue.
