Pin MinIO version to RELEASE.2022-10-24T18-35-07Z

This is the last version before a breaking change was introduced that removes fs backend support: https://min.io/docs/minio/linux/operations/install-deploy-manage/migrate-fs-gateway.html

This will make minio fail during boot with:

ERROR Unable to use the drive /export: Drive /export: found backend type fs, expected xl or xl-single
