What does this MR do?
This reverts https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/9932 because it introduced an issue (gitlab-com/infrastructure#1354) that breaks Omnibus, until https://github.com/google/protobuf/issues/2853 is fixed.
