Add a link to S3 Permission Scopes for registry object storage

What does this MR do?

When configuring an S3 bucket for container registry object storage, you must set a number of permission scopes on the bucket for the registry to access the object store. This MR adds a link to the documentation pointing to the list of required permission scopes.
