Update Android.gitlab-ci.yml template to current Android SDK version
What does this MR do?
This updates the Android yaml template to work with the latest Android SDK. This should not merge until gitlab-com/www-gitlab-com!15746 (merged) (https://about.gitlab.com/2018/10/24/setting-up-gitlab-ci-for-android-projects/) is live.
