Blog post about how to setup Android builds/tests

This is a rework of https://about.gitlab.com/2016/11/30/setting-up-gitlab-ci-for-android-projects/ to be compatible with the latest Android SDK. See also https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/22531 which updates the Android template to use the version from this blog instead of the 2016 blog.

After this issue is merged I will also update the template for Android to be compatible with the current SDK and refer to the new blog post: https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/22531
