Allow users to set a status

What does this MR do?

This allows the user to set a status message on their profile

Currently this looks like this:

Hoping to get some help implementing our current emoji-picker there.

Then the status is displayed in the following instances:

Author of Merge request/issue/pipeline/snippet
In system notes
In regular notes & discussions
On the profile page
On a projects/group members list
