Update Doorkeeper OpenID for Kubernetes support

What does this MR do?

Version 1.4.0 of Doorkeeper OpenID adds the id_token field in the refresh token.

Why was this MR needed?

This allows GitLab to be used as en OpenID provider for Kubernetes (details in #44485 (closed)).
