Added changes count to web IDE folder
What does this MR do?
Adds changes to folders in the web IDE to indicate a file inside of this folder has a change/staged change. This icon is visible on all parents on the changed file up until the root of the folder.
note there are some style changes to this icon in another merge request. This style change will affect the color of the icon which should be orange.
