Resolve "Codequality and qa:internal is leaking to Shared Runners"

What does this MR do?

This make sure all the CI jobs uses our dedicated runners.

Are there points in the code the reviewer needs to double check?

I've reorganized a bit some lines/definition for more consistency, nothing too fancy.
