Increase z index of mini pipeline dropdown

Annabel Dunstone Gray requested to merge 34909-pipeline-dropdown-z-index into master

  • The tabs need to keep their current z-index so the collapse/avatar icons get covered up properly. Otherwise this happens: zindex

  • The mini pipeline dropdown z-index is now the same as the emoji dropdown 👍
