What does this MR do?

This adds some translations that were missing as described in https://gitlab.com/gitlab-org/gitlab-ce/issues/33420

It also includes https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/12044 so we'd have the Spanish translations back.
