Update looks job log

What does this MR do?

Updates Job details page to match new UX requirements:

• Scroll controls are always visible
• Always scroll to the bottom
• When log is not complete, show animation in scroll down button
• If scrolled to the top, the scroll to top button disabled (35% opacity)
• Buttons should have tooltips
• Border separates content from buttons
• Adjust top position when resizing
• Remove raw and erase buttons from sidebar
