rugged auto detection error

it seems like https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/29725 might have caused Gitlab::GitalyClient::StorageSettings::DirectPathAccessError.

folks are seeing this in ee specs, as well as booting up GDK.
