Consider nominating backend maintainers in the Americas

According to https://about.gitlab.com/team/structure/ and https://about.gitlab.com/handbook/engineering/projects/#gitlab-ce we currently have:

• 8 backend devs in Americas

  • 1 maintainer: 12.5%

• 17 backend devs in EMEA

  • 7 maintainers: 41.1%

• 6 frontend devs in Americas

  • 3 maintainers: 50%

• 7 frontend devs in EMEA

  • 3 maintainers: 42.8%

That means @rspeicher probably has a lot of review/approve/merge work during his day compared to EMEA maitainers...

I think we should consider nominating backend maintainers in the Americas:

• Probably @dbalexandre as he's a senior (btw I think all seniors that are at least 6 months at GitLab should be maintainers)
