API Support for Kubernetes integration

Users are not able to use our kubernetes integration via API; it's currently available only via GUI.

Proposal
Provide API endpoints where users can leverage the kubernetes integration.
Considerable API Endpoints
- Get a list of clusters;
get ':project_id/clusters'
- Get specific cluster
get ':project_id/clusters/:cluster_id'
- Add an existing cluster;
post ':project_id/clusters'
- Update a cluster;
put ':project_id/clusters/:cluster_id'
- Destroy a cluster;
delete ':project_id/clusters/:cluster_id'
What does success look like, and how can we measure that?
