Wiki page slug title - inconsistent behavior

In our wiki we can create pages in two ways:

1. Go to the main wiki page wikis/home

2. Use the New page button.

When using 1) I can create a page with a title using characters with accents, but when I try to do the same through 2) my text gets normalized:

With 2) Screen_Recording_2017-11-10_at_10.39_AM I can edit 2) and submit the page title with chars with accents, it doesn't seem to be any backend problem accepting those chars.

This can be annoying if I am creating a wiki in Portuguese and want to create a title saying "Ligações à base de dados" (Database connections) will be converted to "Ligacoes a base de dados" which is not valid.

@smcgivern @DouweM Can we remove this?
