Update the Closes and Mentions wording in the merge request widget to be:

Merge request in open state:

• Closes #123 if using auto closing: https://docs.gitlab.com/ce/user/project/issues/automatic_issue_closing.html

• Mentions #123 if not

Merge request in closed state:

• Did not close #123 if using auto closing

• Mentions #123 if not

Merge request in merged state:

• Closed #123 if using auto closing

• Mentions #123 if not

After a merge request has been merged, shouldn't the issue description change from

is mentioned but will not be closed

to a more past-tense

is mentioned but was not closed
