Problem
People have many different workflows in managing issues and getting things done inside GitLab. Issues are central to that management. We already provide tools such as authors, assignees, labels, weights, and milestones to associate attributes to issues. But users need more powerful tools to surface relevant issues to them. We have subscriptions and notifications. But those are also specific use case. How can we allow users to manage lists of issues that they care about, that they can customize according to their individual workflows, as a final and general "third line of defense" (https://gitlab.com/gitlab-org/gitlab-ce/issues/21194#note_22887431)?
