Improve Job detail view to focus on the bottom of the job log

Now that the job view has received updated scrolling it's time to improve upon the sidebar and titlebar, plus perhaps the placement of the "meta-info" widget.
What is the problem?
- Title bar is filled with information that doesn't transition well to smaller screens
- Title bar is inconsistent with other titlebars, to booth... this has as a result that there is confusion into what information can be found in the title bar.. we should be true to what can be expected there in any view to increase efficiency of reading the page.
- The sidebar should be restructured to hold information that is currently in the sidebar. We should also make sure that it has all information needed when scrolling down your jobs view
Design
- Titlebar wont be sticky (as it doesn't need to)
- Build log become a scrollable element on itself (build log stays the same on mobile as it is now, so titlebar and meta info widget scroll out of view)
- Build log becomes auto scrolled enabled by default
- Move information out of the titlebar into the sidebar
- On mobile viewports, the new issue and retry buttons move to the sidebar
- Structural and small changes to the sidebar to make the sidebar more appropriate for that information
- Update meta-info widget design slightly (remove background and use bigger status icon, similar to mr widget)
