Build vscode build with debian buster and node 20

Issue - Maintain GLIBC and GLIBCXX requirement with the... (gitlab-web-ide-vscode-fork#52 - closed)

What does this MR do and why?

Build image for vscode fork using as the CI base image. The image is debian buster, so the GLIBC and GLIBCXX requirement is met. And also installed node with npm as used for vscode fork build. Also installed mise as preferred by the IDE team.

Describe in detail what your merge request does and why.
