Add Ruby 3.3.7 version of the www-gitlab-com Docker image

What does this MR do and why?

Add Ruby 3.3.7 version of www-gitlab-com Docker image. This is needed to use this version in gitlab-docs since the image is used in CI.

I also replaced Debian Bullseye with Bookworm since Bullseye is EOL and removed Ruby 3.2.4 and Node 18 from www-gitlab-com Docker images.
