Add bookworm image for www-gitlab-com

What does this MR do and why?

Add the Debian "bookworm" image for www-gitlab-com with

• Ruby 3.0.6
• Node.js 16.19.1

This is a temporary image for upgrading "www-gitlab-com" project to new Debian release and Ruby 3.2 and Node.js 20 later. The plan is:

• Update the Debian release from bullseye to bookworm with current Ruby and Node.js versions.
• Update the Ruby version to 3.2.
• Update the Node.js version to 20.15.
• Remove outdated and unused Docker images in gitlab-build-images repo.
